Apontamentos sobre a aplicação dos royalties da Itaipu Binacional e o processo de desenvolvimento

Resumo
Neste artigo será analisada a compensação financeira dos royalties paga ao Brasil pela Itaipu Binacional, atingindo especificamente os municípios lindeiros ao Lago de Itaipu. Abordam-se os investimentos dos municípios paranaenses abrangidos pelo recurso, visando o desenvolvimento e sua sustentabilidade. Analisa-se mais enfaticamente o caso do município de Santa Helena, o qual recebe o maior montante dos royalties em comparação aos demais municípios paranaenses atingidos pela barragem de Itaipu. Conclui-se que há necessidade da discussão conjunta dos integrantes da administração municipal e dos representantes da população, tendo em vista a definição dos rumos dos investimentos dos royalties no município, construindo uma proposta de gestão municipal visando à não dependência do recurso e a garantia do desenvolvimento e de sua sustentabilidade.

Notes about the application of the royalties from Itaipu binational and the process of development

Abstract
This article aims to promote some reflections on the notions of time and space in the organizations, establishing a theoretical confrontation between the certainty models versus flexible organizations that take advantage of the technological advances to recreate the ordinary concepts of time and space, with the purpose of reaching the necessary flexibility to implant abrupt changes which stun the primary senses of location and permanence of the individuals in the companies. For so much, this work paper was based on bibliographical research towards to a theoretical revision on the discussed themes, as certainty, stability, instability, uncertainty, chaos and organization growth. Some of the obtained conclusions send at the domain of the coordinates space and time with the purpose of accumulation of power and wealth for the organizations. Above the objective of mere survival, the organizations look for to guarantee its perpetuity with excellence and enlargement of the business spaces.
