A indústria vitivinícola e o desenvolvimento regional no RS: uma abordagem neoinstitucionalista da imigração italiana aos dias atuais

Resumo
O presente artigo é o produto parcial de um processo de pesquisa que está sendo desenvolvido com o intuito de analisar os elementos formadores da indústria vitivinícola do Rio Grande do Sul (RS). Em termos metodológicos, o pano de fundo deste trabalho é o conjunto de conceitos e formas de pensar o desenvolvimento econômico regional, a partir da escola da Nova Economia Institucional (NEI), em especial sob a ótica de Douglass North. Para tanto, percorremos o caminho histórico do início da imigração italiana, marco do surgimento das primeiras instituições privadas produtoras de vinho no RS. O surgimento do setor se deve ao estoque de conhecimento, bem como o aprendizado coletivo oriundo do trabalho dos colonos italianos em solo gaúcho, que influiu na elevação da região à maior produtora de uvas e vinhos do Brasil (cerca de 90% da produção vitivinícola do país atualmente é oriunda do RS). Tais fatores possibilitaram o surgimento de processos de catching up, ou seja, reduções da distância tecnológica local com à fronteira tecnológica internacional, forçados principalmente pelas dificuldades climáticas da região e pelo aumento da competitividade nos mercados internacionais.

The wine industry and regional development in RS: an approach of neoinstitutionalism of italian immigration to the present day

Abstract
This article is the product of part of a process of research that is being developed with the aim of analyzing the elements of trainers wine industry of Rio Grande do Sul (RS). In terms of methodology, the backdrop for this work is the set of concepts and ways of thinking regional economic development, from the school of the New Institutional Economics (NIS), especially from the perspective of Douglass North. For that, come the way of historical beginning of Italian immigration, March emergence of private institutions of the first producing wine in RS. The emergence of the sector is due to the stock of knowledge and the learning comes from the collective work of Italian settlers in soil gaucho, which influenced the lifting of the region to the largest producer of grapes and wines of Brazil (about 90% of the production of wine country is currently come from RS). These factors enabled the emergence of cases of catching up, or reductions in local technological distance with the international technological frontier, mainly forced by the difficulties climate of the region and the increasing competitiveness in international markets.
