Resumo
Nas últimas duas décadas do século passado, as reformas estruturais foram apresentadas como políticas imprescindíveis para o ajuste fiscal dos sistemas previdenciários latino-americanos. O presente artigo avalia o impacto sócio-econômico destas reformas. O trabalho está dividido em três partes. A primeira apresenta as principais características institucionais dos novos modelos previdenciários. A segunda examina as “promessas não cumpridas” pelos regimes de capitalização. A terceira discute os resultados sub-ótimos alcançados pelo processo reformista.

Regional Development And Social Protection: Dilemmas of Pension Reform in Latin America

Abstract
At the last two decades, structural reforms have been presented as the main policies for the fiscal adjustment of Latin American social security systems. This article evaluates the economic and social effect of pension reform in the region. The work is divided in three parts. The first one presents the main institutional characteristics of the new pension models. The second examines the “unfulfilled promises” of mandatory private pension funds. Finally, the third one discusses the sub-optimum outcomes of the pension reform process.
