Because popular festivals have a collective organizational structure, the use of the concept of collaborative governance become extremely relevant. One of the most central processes within the governance of popular festivals is the initial process, in which everyone involved must be prepared. Despite this central relevance, the description of this process remains poorly detailed, systematized and discussed. Therefore, it is necessary to develop a more detailed and systematic knowledge about preparation at the risk of compromising the success of the collaborative process. The aim of this research is to systematize and discuss the preparation of the governance of popular festivals, describing its activities and considering the dimensions of collaboration, cultural identity and conflict. The research methodology is inductive and exploratory in nature, based on documents and interviews. The research findings provide a practical process of consolidated initiation of collaborative governance in popular festivals. The results contribute to rethinking the theorization and practice of the management of popular festivals as forces for territorial development.Downloads
