Distance learning has registered substantial and remarkable growth in recent decades, consolidating itself as a significant component in the global educational configuration. In parallel, it appears that public policies and democratic principles exert a significant influence that could promote regional development in greater depth. Thus, it is assumed that distance learning needs to be present in all dimensions and regional scales, opportunities that can generate innovations, transformations by providing access to education, stimulating democracy, social inclusion and sustainable development. It is important to emphasize that the success of distance learning requires strategic and carefully planned implementation. Therefore, it is essential that public policies are based on solid research, considering a variety of factors that include, but are not limited to, technology, infrastructure, availability of resources, education and training of educators and specific characteristics of target populations. The research results indicate that distance learning has an exponential capacity and can truly transform education and the learning process. However, the realization of this capacity will essentially depend on the ability of public policies to be implemented to meet the demands and obstacles of the distance learning system and to optimize the opportunities that this teaching modality offers, in all dimensions, scales, with narrowing of partnerships and dialogues between the public and private sectors to encourage innovative ideas and best practices, encompassing different actors, together with students and society.
