Objectives: the aim of this study is to analyze the distribution of heavy machinery carried out by the Ministry of Regional Development of the Brazilian federal government between 2021 and 2022, as part of the implementation of the Strategy for the Acquisition and Distribution of Equipment for the Provision of Productive Infrastructure. During this period, 661 heavy machines were distributed to 572 low- and medium-income municipalities across the national territory, resulting in a budget execution of R$ 303 million. Methodology: the analysis of the distribution was conducted based on the income classification of municipalities as low or medium income, by region, by state, the amount of budgetary resources distributed, and the political affiliation of the benefited mayors, in order to verify the alignment of the equipment distribution with the objectives of the National Regional Development Policy. Results: it was found that there was no priority given to low-income municipalities over medium-income municipalities, between states, and between macro-regions. No objective criteria were evidenced for the different geographical scales analyzed. Conclusions: it was found that the political alignment of the municipal mayor with the government's base in the National Congress influenced the choice of the recipient municipality, highlighting the Brazilian political context of that time, indicating the use of the federal budget as an instrument of political negotiation between the Executive and Legislative branches.
