This paper aims to analyze the transformations and territorial dynamics of Caraguatatuba, located on the northern coast of São Paulo, between 1990 and 2022, considering the impact of population growth on urban space in light of the processes of territorialization, deterritorialization, and reterritorialization. The methodology involves a literature review and data analysis from primary and secondary sources such as IBGE, Instituto Pólis, and FUNDAAC, grounded in urban and sociological theories. The results show that accelerated growth has intensified unplanned urbanization, real estate speculation, and gentrification. These processes have displaced traditional Caiçara communities and low-income residents to peripheral or high-risk areas, exacerbating inequalities and climate vulnerabilities. At the same time, these transformations have attracted migratory flows seeking job opportunities, especially in the oil and tourism sectors, increasing pressure on urban and social infrastructure. As a conclusion, the research proposes that public policies reconcile economic development, social inclusion, and environmental preservation, aligned with the Sustainable Development Goals (SDGs), providing input for more sustainable and equitable urban planning strategies.
