Since the 1990s, international financial institutions (IFIs) have played a crucial role in shaping global political and economic guidelines. This article aims to understand how IFIs finance regional urban development. The hypothesis is that metropolization processes reproduce global hegemonic orders through the modus operandi of IFIs. The research is based on the premise that successful metropolitan experiences tend to spread to large and medium-sized cities, reproducing the conflicts and impacts of the development process on a local and regional scale. The object of the study is to analyze the programs implemented in two cities in the Metropolitan Region of the Paraíba Valley and North Coast (RMVPLN), namely São José dos Campos and Jacareí-SP. The research method is based on documentary research of primary and secondary sources. This article aims to contribute to the discussion on the political and economic orientations of the International Financial Institutions (IFIs) in regional urban development contexts.
