ALOCAÇÃO DE EMENDAS PARLAMENTARES INDIVIDUAIS ESTADUAIS E O DESENVOLVIMENTO REGIONAL DO TOCANTINS: UMA ANÁLISE NO ÂMBITO DO PPA 2016-2019

This paper presents an analysis of the distribution of individual state parliamentary amendments, authored by the deputies of the Legislative Assembly of the State of Tocantins, correlating it with the thematic programs of the strategic dimension of the PPA 2016-2019 associated with regional development. Although the annual budget proposal is the initiative of the head of the executive branch, it is subject to interventions by state parliamentarians through amendments, which are instruments for redirecting and decentralizing resources, and currently represent 1.2% of the previous year's Net Current Revenue. The results, derived from an analysis of the data extracted from the processes that took place before the Planning Secretariat, as well as reports issued by the agency, indicated that the area of popular events was the one that received the most parliamentary amendments, followed by health, sport, infrastructure, the agricultural sector, education, public security, social action and culture. The exercise of public governance was found to be necessary for the actions of state deputies as a bloc, and there could be an effective dialogical context with other social actors to define strategies for the best choice and targeting of parliamentary amendments with the potential to contribute to regional development.
